An Honest Conversation
Why no COLA? The real story.
You haven't received a real, permanent cost-of-living adjustment to your pension since 2017. You have every right to be frustrated. Here's what's actually happening to the system that promised to protect you — and what SEANC is fighting to change.
01 · The Explainer
The Three-Legged Stool
The structural problem in plain language: why your pension's three sources of funding — employees, the legislature, and investments — can't currently support a COLA.

For decades, SEANC has been the only organization actively standing between state employees and those who would diminish your retirement — and we have a record of winning.
Protecting Your Defined Benefit Pension
- Repeatedly stopped attempts to eliminate the defined benefit pension system and ensured it is fully funded every year by the legislature.
- In 2016, defeated a bill that would have imposed a minimum retirement age on state employees.
- In 2025, blocked legislation that would have allowed the State Treasurer to invest 10% of your pension fund in cryptocurrencies.
- Filed bills requiring the employer's contribution to match at least what employees put in, and has been the key advocate for stable, actuarially recommended funding every year.
Holding the System Accountable
- In 2001, sued over stolen funds from the pension system — and won. The money was returned in full.
- In 2014, secured the first-ever forensic audit of the retirement system, exposing hundreds of millions of dollars paid to Wall Street money managers in hidden fees.
- That audit helped elect a State Treasurer in 2016 who ended placement agent fees and the excessive Wall Street payment practice entirely.
- The only organization consistently demanding transparency in how your retirement funds are managed.
Defending Retirees' Rights
- When lawmakers tried to impose new taxes on retirees under the Bailey Case, SEANC led the fight to stop them.
- In 2014, won the return to five-year pension vesting, reversing a change that had extended the requirement to ten years.
- The reason retirees have a seat at the table during budget negotiations and the reason periodic retirement supplements are secured.
- No other group actively advocates for state employees in a meaningful way. SEANC is your voice.
Without SEANC, your retirement would look very different.
